Either Check out from CVS (with the -D parameter), or you can get rpms from Marc'O's site by searching for "kxine". You'll need a patched CVS version of xine-lib from the date, the patch for which can be found here. If you want to use xine-ui with this, you need to patch that with this patch, too.
